This global study examines the implementation of UN Security Council Resolution 1325 and its impact on women, peace, and security. Chapter 9 focuses specifically on women’s roles in counterterrorism and preventing violent extremism (PCVE). The study highlights the deliberate targeting of women and girls by extremist groups, particularly regardingbodily autonomy, public participation, and education. It also critiques how women and women’s organizations are often "trapped" between state authorities and extremist groups.
The study includes examples of women’s participation in peacebuilding and PCVE, such as mothers’ schools, faith-based leadership, and alternative narratives through media. Recommendations emphasize desecuritizing women’s empowerment initiatives, protecting women from extremism, and building capacity for gender-sensitive research and programming.
