PVE Toolkit

This toolkit provides practical guidance on preventing violent extremism (PVE) and is available in multiple languages. It includes a dedicated section on gender-sensitive considerations and offers an “indicator bank” with specific indicators on gender equality to support the monitoring and evaluation of PVE programmes.

The toolkit outlines nine principles for effective PVE programming: (1) ensuring context dependency; (2) setting clear and realistic (SMART) ambitions; (3) building capacity; (4) understanding gender as relational; (5) fostering a culture of learning; (6) integrating conflict sensitivity; (7) applying risk management techniques; (8) grounding targeted approaches in both contextual analysis and risk assessment; and (9) recognizing when “good is good enough.” These principles are intended to support practitioners in designing, monitoring, and evaluating gender-responsive and contextually grounded PVE programming.
