This handbook provides guidance for law enforcement, security actors, and policymakers on understanding gender dynamics in violent extremism and radicalization leading to terrorism (VERLT). Its aim is to support the development of gender-sensitive policies and operational responses.
The publication examines gender dynamics within groups such as Daesh and far-right extremist movements, highlighting the different roles men and women play, gender-based motivations for participation, and the influence of masculinities and femininities in recruitment processes. It also discusses how these dynamics shape interactions with, and outcomes within, the criminal justice system.
The handbook identifies lessons learned for the security sector, including law enforcement and criminal justice institutions, and presents best-practice case studies from Canada, Norway, Northern Ireland, Kosovo, Bosnia and Herzegovina, Tunisia, and Germany.
