Linking Security of Women & Security of States

This report examines the relationship between the security of women and the security of states, analyzing how violent extremist groups use sexual and gender-based violence as part of their strategic operations. It also discusses trauma-informed approaches to screening, prosecution, rehabilitation, and reintegration, and explores gender and youth dynamics in recruitment, drawing on Boko Haram as a case study.

The report makes recommendations of effective interventions, including context-specific and research-informed programming, community-led responses, support tailored to survivors and former extremists, and approaches grounded in transparency and accountability - particularly regarding harms caused by security actors. It further highlights the need for sustainable funding, strong partnerships, and whole-of-society strategies that address underlying gender inequalities. Together, these recommendations offer guidance for policymakers seeking to design gender-responsive P/CVE policies and programs.
