The Trans Sahara Counter Terrorism Partnership: Building Partner Capacity to Counter Terrorism and Violent Extremism

This report by the CNA Corporation outlines the evolution and implementation of the Trans Sahara Counter Terrorism Partnership (TSCTP), a multi-year, interagency program aimed at countering terrorism and violent extremism across ten countries in the Sahara region. The TSCTP focuses on building community resilience, enhancing security force capacities, and fostering regional cooperation. The report identifies six functional categories of the program: military capacity-building, law enforcement anti-terrorism capacity-building, justice sector improvements, public diplomacy, community engagement, and vocational training.

Through anonymous interviews and detailed analysis, the report assesses the program's successes and challenges, offering insights into its strategy, coordination, and impact. It highlights the importance of a holistic approach that integrates diplomacy, defense, and development. This resource is valuable for policymakers and practitioners seeking to understand and replicate comprehensive CVE initiatives in similar contexts.
