Misogynistic Pathways to Radicalisation: Recommended Measures for Platforms to Assess and Mitigate Online Gender-Based Violence

This report examines online gender-based violence (OGBV) as part of a broader continuum of violence and analyses how misogyny functions as a pathway into radicalisation and violent extremism. Drawing on policy review, stakeholder consultations, and analysis of platform governance practices, it explores how online misogyny intersects with extremist ideologies and contributes to both online and offline harms.

The analysis demonstrates that OGBV disproportionately targets women and LGBTIQ+ individuals and is amplified by platform design choices, algorithmic systems, and gaps in content moderation. It highlights how misogynistic narratives operate as early warning signals for radicalisation and how gender-blind platform responses risk reinforcing harm rather than mitigating it.

The report concludes by offering concrete recommendations for platforms, including gender-disaggregated transparency reporting, survivor-centred safety-by-design approaches, improved risk assessment of AI systems, and stronger cross-platform cooperation, while emphasising that mitigation efforts must respect users’ fundamental rights.
