Preventing Violent Extremism: Integrating Gender Perspectives (Global, Jordan and Pakistan) - Final Narrative Report [ENG & FR]

This final narrative report documents the implementation of a multi-level UN Women programme integrating gender perspectives into PVE frameworks at global, national, and community levels. Operating in Jordan and Pakistan, the project sought to strengthen women’s participation in PVE discourse, support institutional gender mainstreaming, and expand the evidence base on gender and violent extremism.

The report highlights structural barriers to women’s participation in security institutions, shrinking civic space, and the gendered impacts of securitised counter-terrorism approaches. It documents capacity-building efforts, localized research, engagement with national institutions, and community-level dialogue addressing systemic vulnerabilities and gender power dynamics linked to violent extremism.

The report concludes by emphasising the importance of gender-transformative, human rights-oriented PVE programming grounded in WPS frameworks and institutional accountability.
